Wastewater Treatment Plant Improvements
PROJECT LOCATION
This project is occuring at the City's wastewater treatment plant. The construction and buildings are located at 109 Fitzgerald Park Drive.
PROJECT HISTORY & SUMMARY
Expansions and improvements to the WWTP, as mandated by the State of Michigan, are also needed. This project has an anticipated cost of $52.4 million. Our current WWTP capacity and ability is not sufficient to meet state requirements or our community's growth. When the WWTP reaches limitations, raw sewage is disposed into our waterways. This happens in every community exceeding WWTP capacity and is a violation of State of Michigan regulations.
- Rate increases to support WWTP improvements will be reflected on bills this year and in future years.

All trails at Fitzgerald Park and the walking path to the dam/Grand River have been reopened. The drive to access the dam/Grand River with a vehicle remains closed at this time.
- January
- In January, MacKenzie continued extending the pipes south of the existing Retention Basin. RK Davis continued work erecting forms and resteel for the AGS Buffer Tank, pouring concrete walls for the Vortex Grit Removal Structure, and pouring a second mud mat for the AGS Tanks. Bee Steel continued to set the resteel for the westernmost AGS tank base slab. FHC Mechanical continued work on the Alum System and installed pipes for the AGS Sumps.
- February
- In February, MacKenzie prepared the final AGS Tank mud mat area on the east end of the site, Bee Steel continues the installation resteel for the second AGS Tank base slab, FHC Mechanical reinstalled equipment in the Blower Building, installing a pipe sleeve for the next sump pit in the AGS Tanks, RK Davis supervised on site work, continue installing resteel and forms for the AGS Tank base slabs and for the Vortex Structure, installed forms for the lid of the RWLS Valve Vault, and began work in the Headworks Building.

- December
- In December, MacKenzie installed new RW Pipe going into the AGS Tank and continued to install the AGS Tank base slab underdrain system and associated stone bedding/backfill. RK Davis continues to erect wall panels and wall resteel for the AGS Buffer Tank and continues the base slab form erection on the Vortex Structure. FHC Mechanical continues to install the gas and slum pipe around the SPB south wall.
- November
- In November, MacKenzie excavated the New Vortex Structure and existing storm sewer, and began placing stone sub base for the AGS Structure. RK Davis is erecting wall panels for the New Sludge Building and installing base slab formwork in the New Valve Vault. FHC Mechanical is installing new sludge piping in the New Sludge Building basement. FHC Mechanical continues to install the new floor.
- October
- In October, Hardman Construction continued installing tangent piles on the west wall of the tertiary filters. Dreisenga logged tangent pile data and took grout samples for the new tertiary building. RK Davis will complete the installation of resteel for the east half of the new sludge building's basement walls. If the weather permits, RK Davis will pour concrete for the above walls of the sludge processing building.
- September
- During the month of September, Hardman Construction started installing the ridged inclusions for the sludge processing building, rock anchors for the vortex grit system, and the tertiary treatment structures. They will be on site until the end of October finishing up their portion. E.T. MacKenzie excavated to the future floor level for the solids handling building, also completed the restoration and seeding of the park where it was excavated for the sludge lines. R.K. Davis demolished the old valve building to make room for the new tertiary filters and valve vault.
- August
- During the month of August, E.T. MacKenzie continued excavation for the sludge processing building, the vortex grit system, and the tertiary treatment structures. Then they started the installation of the new sludge lines going from the future sludge processing building to the existing sludge tanks. Electrical contractors from Parkway removed temporary power running from the blower building to the intermediate lift station and reconnected the permanent lines.
- July
- Construction breaks ground
- During the month of July, E.T. MacKenzie commenced excavation to prepare a pad for placement of R.K. Davis's crane, which will be used for installing rock anchors. They also began excavation for the sludge processing building, the vortex grit system, and the tertiary treatment structures. Electrical contractors from Parkway disconnected and removed light poles obstructing the work area. They also installed temporary power by running a cable from the blower building to the intermediate lift station, and provided power to the job site trailers. Mechanical contractors from FHC were on site to complete rerouting of piping in the pump room, enabling temporary feed for sludge pumping until the new lines are installed and connected.
- June 11, 2025: Preconstruction Meeting
- Mobilization and site preparation is expected to begin immediately. Residents may see construction fencing, equipment or job trailers at the site. This will soon be an active construction site: authorized vehicles and contractors in the area only.
- On June 16, 2025, a Notice to Proceed was issued to RK Davis, officially initiating the construction phase of the project. Work began promptly the following day, June 17, with the installation of temporary construction fencing around the site to ensure safety and delineate the project boundaries. Subsequently, tree stump removal was performed to clear the area following the earlier removal of trees necessary for the project. Excavation efforts then commenced to prepare for the placement of a crane. This crane will be used to install multiple earth retention systems that are essential for supporting the existing soil structure during the excavation of large foundations or tanks. The City has maintained open communication with Eaton County Parks throughout the process to ensure they are informed of any construction activities that may affect their daily operations or scheduled events. This coordination will continue to minimize disruptions and maintain positive working relationships.
