2024 Raw Water Main

Project Description

A new 12-inch raw water main is being installed from Well 2 (located at Jaycee Park) to the Iron Removal Plant on Saginaw Hwy. This is an important water system improvement project and is funded through the State of Michigan's Drinking Water State Revolving Fund program. The construction bid was awarded to E.T. MacKenzie on July 10, 2023.

The new raw water main will be installed within the existing right-of-way (ROW) or City owned property along the route. The approximate length of the water main is 6,000 feet and the expected route is as follows:

• From Well 2 south out of the Jaycee Park to River Street
• Southeast along River Street to Franklin Street
• Southwest along Franklin Street to the intersection of Degroff Street
• South along Degroff Street to Saginaw Highway (M-43)
• West along Saginaw Highway to the Water Treatment Plant (WTP) driveway
• South along the WTP driveway to a connection point within the WTP property likely to a connection point between Well 7 and the plant.

The location of the water main within each road ROW will be determined based on minimizing utility conflicts and limiting surface restoration effort. Restoration design will include replacing the disturbed surface in-kind with no additional improvements to roadways, drives and sidewalk.

Project Timeline

Impact on Residents

Because work is being done in the ROW, impact on residents will be minimal. There will be short periods of time when driveway access in the work area is limited- this will be communicated to residents a day prior, by the project engineer.

April 9, 2024 Update: Residents along DeGroff may see pipe and other materials near their driveways. Crews are preparing to pull these pipes into place. Please be mindful of "one way" or "no left turn to driveway" signs and use caution in the area. We appreciate you patience!

April 25, 2024 Update: Directional drilling from 415 Franklin St to the Grand River will commence. Please look for street closures or any necessary detours. Thank you for your patience!

May 28, 2024 - The intersection of DeGroff/Franklin/E. Lincoln will be closed to all vehicular traffic as a street cut and pipe installation is anticipated.

June 4, 2024 - FRANKLIN STREET (E. JEFFERSON - E. RIVER) CLOSED TO ALL TRAFFIC FOR IMPORTANT SEWER REPAIRS (ANTICIPATED ONE DAY CLOSURE) PLEASE UTILIZE RUSSELL STREET TO ACCESS E. RIVER STREET.

June 28, 2024 - Edwards CLOSED between Seymour and DeGroff Thursday 6/27 through Friday 6/28.

August 2024 - Construction is complete and restoration work is underway.
